TED ROSE, MBA, CPA
President, CEO and Founder
In 1994 Ted Rose founded Rose Financial Solutions (RFS), the Premier U.S. Based Finance and Accounting Outsourcing Firm. In 2010, the Blackbook of Outsourcing named RFS the #1 FAO firm in the world based on client satisfaction. As the president and CEO of RFS, he provides executives with financial clarity. Mr. Rose has also acted as the CFO for a number of growth companies and assisted with various rounds of financing and M&A transactions.
Prior to founding RFS, he was the Corporate Controller of a publicly traded biotech firm and served on the senior staff at Price Waterhouse.
Mr. Rose is very active in the DC metro area business community. He served on the Workforce Investment Board executive committee for Montgomery County for six years and is the past president of the Entrepreneurs Organization-DC Chapter. Mr. Rose graduated from the University of Maryland with a B.S. in Accounting and a M.B.A in Finance and International Business. He serves on the Accounting and Information Assurance Board for the Robert H. Smith School and participates as a guest lecturer for the business school.
Mr. Rose is a member of the Association for Corporate Growth, Entrepreneurs’ Organization, AICPA, MACPA, the NVTC, the Tech Council of Maryland and the Board of Trade. Additionally, the MACPA community & SMARTCEO voted him as one of The Best CPA’s in the DC Metro area in 2003, 2004, 2005, 2006, 2008, 2010, 2012.
TIMOTHY J. FARGO, CPA
Tim Fargo is a CPA with over 20 years of accounting and business management experience. He has 9 years of direct non-profit experience in the design and construction industry. Mr. Fargo’s expertise includes management of staff, strategic planning, budget preparation, financial statement presentation, and audit and tax preparation work.
Mr. Fargo joined RFS in 2006 and is a Member and Team Leader. Prior to joining RFS, he was the Senior Vice President of Business Processes and Chief Financial Officer of the Design-Build Institute of America (DBIA). Mr. Fargo led the finance and administrative offices at DBIA for over six years. Prior to DBIA, he was the Controller at the Associated General Contractors of America where he managed the accounting department for a period of three years.
JEANNE M. MCMILLEN, CPA
Jeanne McMillen is a CPA with over 25 years of corporate accounting experience. Her background includes major involvement in the government contracting area as well as serving as a key advisor in corporate strategy, strategic ventures, business plans, and product development.
Prior to joining RFS in 2004, Ms. McMillen was the Vice President and Chief Financial Officer of Hy-Tech Fittings and Components where she directed all financial, accounting and administrative activities. She also served as the Controller, Eastern Division for Dames & Moore, Inc., a publicly held international engineering company.
Ms. McMillen graduated from James Madison University with a B.B.A. in Accounting. She is involved with the Tech Council of Maryland.
Kenneth A. Tarr, CPA
Mr. Tarr has more than 20 years of years of experience in providing accounting, auditing and consulting services to government contractors. He possesses an exceptional combination of communication and customer service skills with expertise in FAR regulations, indirect cost rate design and accounting leadership. This skillset ensures his clients’ accounting and financial needs meet RFS’ standard of excellence.
Prior to joining RFS in 2015, Mr. Tarr served as Vice President & Controller for FEI Systems where he managed and guided the company on financial and accounting activities during corporate growth from a small to large business, ensuring compliance to GAAP, FAR, and CAS. Prior to working for FEI Systems, Mr. Tarr was a Senior Manager at Dembo, Jones, Healy, Pennington & Marshall, P.C., where he managed and directed financial and performance audits and provided consulting services to not-for-profit, government contractor, and federal government clients.
Mr. Tarr graduated from the University of Maryland-Robert H. Smith Business School with a B.S. in Accounting and is a Certified Public Accountant as well as a Chartered Global Management Accountant. He is a member of the American Institute of CPAs and the Maryland Association of CPAs, where he serves as Chairman of the Government Contractors Committee.
Kimberly A. Kuchman, MBA, MST
Partner, Transaction Division
Kimberly A. Kuchman has more than 20 years of years of experience in operational improvement, financial services and consulting and a track record of leading cross-functional initiatives that resulted in significant value-add. She has expertise in analyzing workflow challenges, developing and simplifying procedures and finding innovative solutions to logistics issues. As Partner, Transaction Division, Kimberly leads RFS’ accounting transaction teams within its shared service center in Rockville, MD and serves as the lead for new client onboarding.
Prior to joining RFS in 2012, Ms. Kuchman was the Principal at K Squared Solutions where she consulted closely-held businesses and non-profit organizations on tactical and strategic planning projects in financial services and general management.
Ms. Kuchman holds three degrees from American University’s Kogod School of Business including a B.S. in Business Administration specializing in International Economics/Economic Policy, an M.B.A. in Accounting and an M.S. in Taxation.
Peter Stratos, MST, CPA
With more than 25 years of experience, Mr. Stratos is an expert in domestic and international tax for both individuals and corporations. His ability to deliver proactive planning and advice helps minimize overall tax burdens, whether international or domestic. His areas of expertise include tax credit planning, residency issues, state and local issues for international and multinational businesses, expats and inpats, pre-immigration planning, transfer pricing, FAS109 & FIN48, compensation planning, treaty positions, entity selection, organizational structuring and withholding issues, artists, entertainers, athletes and various other matters.
Prior to joining RFS in 2019, Mr. Stratos was the founder and CEO of Stratos & Associates, PLLC, a provider of strategic international tax and business advisory services. Before founding his firm, he served as a senior tax manager at Dixon Hughes Goodman LLP, where he was responsible for the management of the international tax compliance, planning and consulting process as well as developing and maintaining client relationships.
Mr. Stratos graduated from Liberty University with a B.S. in Accounting and George Mason University with an MST in Taxation. He is also a Certified Public Accountant. As an industry expert, Mr. Stratos is a frequent speaker for the AICPA and other organizations on various international tax topics and has also written several articles and issue papers covering these topics.
