In 1994 Ted Rose founded Rose Financial Solutions (RFS), the Premier U.S. Based Finance and Accounting Outsourcing Firm. In 2010, the Blackbook of Outsourcing named RFS the #1 FAO firm in the world based on client satisfaction. As the president and CEO of RFS, he provides executives with financial clarity. Mr. Rose has also acted as the CFO for a number of growth companies and assisted with various rounds of financing and M&A transactions.

Prior to founding RFS, he was the Corporate Controller of a publicly traded biotech firm and served on the senior staff at Price Waterhouse.

Mr. Rose is very active in the DC metro area business community. He served on the Workforce Investment Board executive committee for Montgomery County for six years and is the past president of the Entrepreneurs Organization-DC Chapter. Mr. Rose graduated from the University of Maryland with a B.S. in Accounting and a M.B.A in Finance and International Business. He serves on the Accounting and Information Assurance Board for the Robert H. Smith School and participates as a guest lecturer for the business school.

Mr. Rose is a member of the Association for Corporate Growth, Entrepreneurs’ Organization, AICPA, and MACPA. Additionally, the MACPA community & SMARTCEO voted him as one of The Best CPA’s in the DC Metro area in 2003, 2004, 2005, 2006, 2008, 2010, 2012.



Senior Partner

Tim Fargo is a CPA with over 20 years of accounting and business management experience.  He has 9 years of direct non-profit experience in the design and construction industry.  Mr. Fargo’s expertise includes management of staff, strategic planning, budget preparation, financial statement presentation, and audit and tax preparation work.

Mr. Fargo joined RFS in 2006 and is a Member and Team Leader. Prior to joining RFS, he was the Senior Vice President of Business Processes and Chief Financial Officer of the Design-Build Institute of America (DBIA).  Mr. Fargo led the finance and administrative offices at DBIA for over six years. Prior to DBIA, he was the Controller at the Associated General Contractors of America where he managed the accounting department for a period of three years.

Mr. Fargo graduated from the University of Maryland with a B.S. in Accounting. He is a member of AICPA, MACPA, FEI and is involved with the Tech Council of Maryland.



Senior Partner

Jeanne McMillen is a CPA with over 25 years of corporate accounting experience.  Her background includes major involvement in the government contracting area as well as serving as a key advisor in corporate strategy, strategic ventures, business plans, and product development.

Prior to joining RFS in 2004, Ms. McMillen was the Vice President and Chief Financial Officer of Hy-Tech Fittings and Components where she directed all financial, accounting and administrative activities. She also served as the Controller, Eastern Division for Dames & Moore, Inc., a publicly held international engineering company.

Ms. McMillen graduated from James Madison University with a B.B.A. in Accounting. She is involved with the Tech Council of Maryland.

Kenneth A. Tarr, CPA

Mr. Tarr has more than 20 years of years of experience in providing accounting, auditing and consulting services to government contractors. He possesses an exceptional combination of communication and customer service skills with expertise in FAR regulations, indirect cost rate design and accounting leadership. This skillset ensures his clients’ accounting and financial needs meet RFS’ standard of excellence.

Prior to joining RFS in 2015, Mr. Tarr served as Vice President & Controller for FEI Systems where he managed and guided the company on financial and accounting activities during corporate growth from a small to large business, ensuring compliance to GAAP, FAR, and CAS. Prior to working for FEI Systems, Mr. Tarr was a Senior Manager at Dembo, Jones, Healy, Pennington & Marshall, P.C., where he managed and directed financial and performance audits and provided consulting services to not-for-profit, government contractor, and federal government clients.

Mr. Tarr graduated from the University of Maryland-Robert H. Smith Business School with a B.S. in Accounting and is a Certified Public Accountant as well as a Chartered Global Management Accountant. He is a member of the American Institute of CPAs and the Maryland Association of CPAs, where he serves as Chairman of the Government Contractors Committee.

Partner, Transaction Division

Kimberly A. Kuchman has more than 20 years of years of experience in operational improvement, financial services and consulting and a track record of leading cross-functional initiatives that resulted in significant value-add. She has expertise in analyzing workflow challenges, developing and simplifying procedures and finding innovative solutions to logistics issues. As Partner, Transaction Division, Kimberly leads RFS’ accounting transaction teams within its shared service center in Rockville, MD and serves as the lead for new client onboarding.

Prior to joining RFS in 2012, Ms. Kuchman was the Principal at K Squared Solutions where she consulted closely-held businesses and non-profit organizations on tactical and strategic planning projects in financial services and general management.

Ms. Kuchman holds three degrees from American University’s Kogod School of Business including a B.S. in Business Administration specializing in International Economics/Economic Policy, an M.B.A. in Accounting and an M.S. in Taxation.

Peter Stratos, MST, CPA

Tax Partner

With more than 25 years of experience, Mr. Stratos is an expert in domestic and international tax for both individuals and corporations. His ability to deliver proactive planning and advice helps minimize overall tax burdens, whether international or domestic. His areas of expertise include tax credit planning, residency issues, state and local issues for international and multinational businesses, expats and inpats, pre-immigration planning, transfer pricing, FAS109 & FIN48, compensation planning, treaty positions, entity selection, organizational structuring and withholding issues, artists, entertainers, athletes and various other matters.

Prior to joining RFS in 2019, Mr. Stratos was the founder and CEO of Stratos & Associates, PLLC, a provider of strategic international tax and business advisory services. Before founding his firm, he served as a senior tax manager at Dixon Hughes Goodman LLP, where he was responsible for the management of the international tax compliance, planning and consulting process as well as developing and maintaining client relationships.

Mr. Stratos graduated from Liberty University with a B.S. in Accounting and George Mason University with an MST in Taxation. He is also a Certified Public Accountant. As an industry expert, Mr. Stratos is a frequent speaker for the AICPA and other organizations on various international tax topics and has also written several articles and issue papers covering these topics.

Neeraj Vohra

Neeraj Vohra is a forward-thinking, growth-stage Chief Financial Officer with more than 25 years of strategic financial management and capital markets experience. He has a record of success in helping clients achieve their goals by creating shareholder value through organic and inorganic growth as well as cost and earnings improvements.

 Prior to joining RFS in 2020, Vohra was the CFO of DuckerFrontier, a market intelligence and consulting firm that serves clients across the B2B, healthcare, consumer and technology sectors. His deep investment banking experience includes leading teams in financial technology and technology services at FBR and Signal Hill. He has managed numerous initial public offerings, follow-on equity offerings and merger & acquisition transactions for a wide range of clients, including CFRA, Harris Interactive, comScore, Banctec, Goldleaf Financial, Lionbridge, Online Resources, Open Solutions and PayPal.

Vohra is a founding steering committee member of the Tech CFO Network and a board member of Pratham, an internationally recognized non-governmental organization working to eradicate illiteracy in India. Additionally, he was a finalist for the Northern Virginia Technology Council’s “2019 CFO of the Year Award” in the emerging growth category.

Vohra holds an M.B.A. from the Stern School of Business at New York University and a B.B.A. in Economics from Baruch College, CUNY.

Tiffany Kao, CPA

Tiffany Kao is a CPA with more than 15 years of experience in public and private accounting. She has expertise in implementing proactive accounting services that streamline and increase the efficiency of accounting operations and has a proven track record of helping business owners grow their companies.

Prior to joining RFS in 2020, Ms. Kao was the founder and CEO of Count Em Beans LLC doing business as Veraccounts, a provider of full-scale, end-to-end accounting solutions. Prior to founding her company, she served as an accounting manager at DCI Group where she was instrumental in the development and implementation of new procedures and features to enhance the company’s workflow processes. She also served as a senior auditor at Baker Tilly, an advisory, tax and assurance firm.

Ms. Kao earned a B.S. degree in Accounting from the Virginia Commonwealth University, School of Business. She is a member of the Virginia Society of Certified Public Accountants.

Wallace Angel, CPA

Partner – Client CFO

Wallace “Wally” Angel is a strategic CPA with more than 20 years of experience in the government contracting and consulting environments with companies ranging from start-ups to $800M. His government contracting expertise includes FAR and DCAA compliance, indirect rate calculation, forward pricing, proposal writing, pricing, and cradle to grave contracts management and system design and implementation. In his position as Partner – Client CFO, Mr. Angel serves as a trusted advisor to the C-suite in controllership and cash management, revenue recognition, system design and implementation, and full financial planning and analysis.

Prior to joining RFS, Mr. Angel was the Corporate Controller at an Alaskan Native Corporation with multiple operating entities comprising both government and commercial operations in numerous industries. Key accomplishments included leading and project managing a successful transition of seven Deltek GCS instances into a single hosted Costpoint environment, identifying and negotiating a new banking arrangement with projected savings of more than $100k per year, and reducing the company’s reporting timelines by 10 days. Prior to that position, Angel was the Chief Financial Officer for an IT consulting services firm.

Mr. Angel holds a B.S. in Accounting from George Mason University, where he graduated with honors, and is a Certified Public Accountant who passed the exam in the state of Maryland on the first sitting.  Mr. Angel also completed his Costpoint Master Certification exam administered by Deltek.

Abhinav Chopra

Partner – Client CFO, Raleigh-Durham, North Carolina Area

Abhinav “Abhi” Chopra has over 14 years of experience in providing accounting and finance services for government contractors, not-for-profit and for-profit clients. He began his career with RFS in 2015 as an Assistant Controller and Team Coordinator. His outstanding performance led his career path to his current position as Partner – Client CFO and leading the expansion of RFS’ services to the Raleigh-Durham, North Carolina area.

His areas of expertise include analysis and reporting, strategic planning, complex billing and implementation of policies and procedures. In his current position, Mr. Chopra serves as a trusted advisor to C-suite team members looking for ways to improve their performance through strategic financial management.

Prior to joining RFS, Mr. Chopra was an Assistant Controller at a 501 charitable organization. In this position, he was instrumental in maintaining accountability of the financial resources of the organization including preparing and consolidating financial statements and establishing and maintaining internal controls. Before working for the charitable organization, Mr. Chopra was a Senior Accountant III at an accounting firm where he was responsible for month-end closing, financial reporting, and various reconciliations for government contractors, commercial, and not-for-profit clients.


Mr. Chopra graduated from Old Dominion University with a B.S. B.A. in Accounting. Additionally, he served as a Member of Board of Directors for the National Alliance on Mental Illness (NAMI) Northern Virginia from September 2014 through March 2016.
