President, CEO and Founder

In 1994 Ted Rose founded Rose Financial Solutions (RFS), the Premier U.S. Based Finance and Accounting Outsourcing Firm. In 2010, the Blackbook of Outsourcing named RFS the #1 FAO firm in the world based on client satisfaction. As the president and CEO of RFS, he provides executives with financial clarity. Ted has also acted as the CFO for a number of growth companies and assisted with various rounds of financing and M&A transactions.

Prior to founding RFS, he was the Corporate Controller of a publicly traded biotech firm and served on the senior staff at Price Waterhouse.

Ted is very active in the DC metro area business community. He is a past Chair of the Montgomery County Workforce Development Board and WorkSource Montgomery and served on the executive committee for six years.  He is a past president of the Entrepreneurs Organization-DC Chapter and has served on EO Global’s Standing Finance Committee for three years.

Ted graduated from the University of Maryland with a B.S. in Accounting and a M.B.A in Finance and International Business. He serves on the Accounting and Information Assurance Board for the Robert H. Smith School and participates as a guest lecturer for the business school.

Ted is a member of the Association for Corporate Growth, Entrepreneurs’ Organization, AICPA, and MACPA. Additionally, the MACPA community & SMARTCEO voted him as one of The Best CPA’s in the DC Metro area seven times. Accounting Today named Ted to their list of Elite Managing Partners in 2017.

Timothy J. Fargo, CPA

Tim Fargo is a CPA with over 25 years of accounting and business management experience. He has 9 years of direct non-profit experience in the design and construction industry. Tim’s expertise includes management of staff, strategic planning, budget preparation, financial statement presentation, and audit and tax preparation work.

Tim joined RFS in 2006 and became a partner in 2007. Prior to joining RFS, he was the Senior Vice President of Business Processes and Chief Financial Officer of the Design-Build Institute of America (DBIA). Tim led the finance and administrative offices at DBIA for over six years. Prior to DBIA, he was the Controller at the Associated General Contractors of America where he managed the accounting department for a period of three years.

Tim graduated from the University of Maryland with a B.S. in Accounting. He is a member of AICPA and MACPA.

Vice President, Business Optimization

As Vice President of Business Optimization, Lawrence Hirsh develops and implements RFS’ fintech roadmap to strengthen and expand the scope of RFS’ technology offerings. Additionally, he is responsible for assessing and refining RFS’ processes to promote efficiency, scalability, and resilience.

Prior to joining RFS, Lawrence was Partner, Treasury and Financial Best Practices Advisory at Melner Hirsh Associates where he helped businesses build, develop, and transform their treasury and finance functions to optimize results. Additionally, he was the Managing Director, Treasury & Financial Operations at The AES Corporation where he directed the transformation of a decentralized global treasury organization overseeing the strategic vision and design. Lawrence holds an MBA and BA in Finance from the University of Maryland – Robert H. Smith School of Business and is a Certified Treasury Professional and a Certified ScrumMaster.

Wallace “Wally” Angel is a strategic CPA with more than 20 years of experience in the government contracting and consulting environments with companies ranging from start-ups to $800M. His government contracting expertise includes FAR and DCAA compliance, indirect rate calculation, forward pricing, proposal writing, pricing, and cradle to grave contracts management and system design and implementation. In his position as Partner, Financial Operations, Wally serves as a trusted advisor to the C-suite in controllership and cash management, revenue recognition, system design and implementation, and full financial planning and analysis.

Prior to joining RFS, Wally was the Corporate Controller at an Alaskan Native Corporation with multiple operating entities comprising both government and commercial operations in numerous industries. He holds a B.S. in Accounting from George Mason University, where he graduated with honors, and is a Certified Public Accountant who passed the exam in the state of Maryland on the first sitting. He also completed his Costpoint Master Certification exam administered by Deltek.

Kenneth Tarr has more than 25 years of years of experience in providing accounting, auditing, and consulting services to government contractors. He possesses an exceptional combination of communication and customer service skills with expertise in FAR regulations, indirect cost rate design and accounting leadership. This skillset ensures his clients’ accounting and financial needs meet RFS’ standard of excellence.

Prior to joining RFS in 2015, Kenneth served as Vice President & Controller for FEI Systems where he managed and guided the company on financial and accounting activities during corporate growth from a small to large business, ensuring compliance to GAAP, FAR, and CAS. Prior to working for FEI Systems, he was a Senior Manager at Dembo, Jones, Healy, Pennington & Marshall, P.C., where he managed and directed financial and performance audits and provided consulting services to not-for-profit, government contractor, and federal government clients.

Kenneth graduated from the University of Maryland-Robert H. Smith Business School with a B.S. in Accounting and is a Certified Public Accountant as well as a Chartered Global Management Accountant. He is a member of the American Institute of CPAs and the Maryland Association of CPAs, where he serves as Chairman of the Government Contractors Committee.

Partner, Transaction Division

Kimberly A. Kuchman has more than 20 years of years of experience in operational improvement, financial services and consulting and a track record of leading cross-functional initiatives that resulted in significant value-add. She has expertise in analyzing workflow challenges, developing and simplifying procedures, and finding innovative solutions to logistics issues. As Partner, Functions Division, Kimberly leads RFS’ accounting functional teams within its shared service center based in Rockville, MD.

Prior to joining RFS in 2012, she was the Principal at K Squared Solutions where she consulted closely held businesses and non-profit organizations on tactical and strategic planning projects in financial services and general management.

Kimberly holds three degrees from American University’s Kogod School of Business including a B.S. in Business Administration specializing in International Economics/Economic Policy, an M.B.A. in Accounting and an M.S. in Taxation.

Ulker Dagdelen joined RFS as a Senior Tax Manager in February 2019 and was promoted on July 1, 2021 to Tax Director. She has 15+ years of experience working in the area of tax consulting and tax compliance for medium to large private companies, as well as individual taxes. Her tax compliance background includes complex consolidated federal, multi-state tax, high-net-worth individual, and international tax compliance.

Prior to joining RFS, Ms. Dagdelen was a Tax Manager at Stratos & Associates where she was responsible for corporate, partnership, and individual tax compliance, international tax compliance, and tax planning for domestic and international businesses and individuals.

Ms. Dagdelen holds a Bachelor of Science in Accounting from George Mason University.

Jennifer has 15+ years of experience as a Senior QA Test Engineer with full life cycle expertise including requirement analysis, test planning, manual testing, and automation and test reporting on a wide variety of projects and environments for web-based applications. Her senior-level QA/Testing background includes performance, functional, regression, user acceptance, integration, security, and related test methodologies for both mission-critical and non-mission critical systems.

Jennifer joined RFS in 2020 as a QA/QC Manager and was promoted to Senior Manager of Engineering in 2021. Prior to joining RFS, she was a QE Project Manager for Cvent. She holds a Bachelor of Science degree in Electrical Engineering from Southern University and A&M

Sneha Pokharel

Sneha leads a team of RFS finance and accounting professionals and tracks and directs performance against objectives to ensure client success. As Client Controller, she oversees month-end closes, financial statements, budgeting and forecasting, accounts payable, accounts receivable, payroll and GL, financial analysis, cash management, etc. Additionally, she manages client interactions and expectations by demonstrating subject matter expertise, addressing client needs, communicating value propositions, and managing resource requirements.

Sneha rejoined RFS in 2020 after serving as an Assistant Controller & Team Coordinator in 2015 and a Controller in 2018. She holds a Master of Business Administration in Accounting from Maharishi University of Management and a Bachelor of Arts degree in Business Studies from Tribhuvan University. She is also a Certified Accountant—Accounting and Business/Management and a Certified Accounting Technician.

Sherie supervises a team of RFS finance and accounting specialists, ensuring clients achieve their goals by guiding and directing performance against objectives. Her vast experience includes compilation, review and audit of financial statements, coordination of month-end and year-end closes, financial statement analysis, general ledger account reconciliations, and management of core accounting functions including accounts payable and accounts receivable and payroll.

Sherie began her career at RFS in 2018 as an Assistant Controller and was promoted in 2020 to Controller. Prior to joining RFS, she was an Assistant Controller at the Foundation for Advanced Education in the Sciences (FAES). Sherie holds an MBA in Business Administration from the University of Maryland Global Campus and a Bachelor of Science in Accounting, Management Studies from the University of the West Indies, Mona. Additionally, she is a Certified Public Accountant and a QuickBooks Online Professional Advisor.

Client Controller

Minhal has more than 15 years of experience in the finance and accounting industry in management and analysis roles. He has expertise in the preparation of financial statements including analysis, budget, and cash flow as well as providing audit support to clients. As Client Controller, he mentors and manages a finance and accounting team responsible for month-end and year-end closes, financial statement closes, and daily accounting functions for clients in a wide variety of industries.

Minhal joined RFS in 2018 as an assistant controller and was promoted to client controller in 2019. Along with pursuing the CPA designation, Minhal holds a Master of Science degree in Accounting from Stratford University and a Bachelor of Business Administration in Accounting from Brock University.

Linda Larson joined RFS as Senior Tax Manager in July 2021. She has 20+ years of experience in tax preparation as well as developing tax strategies and policies to maintain compliance with local and federal tax laws and regulations.

Prior to joining RFS, Linda was Treasurer and Director, Tax & Accounting at Aptara, Inc. where she was responsible for the treasury function of the company including cash management, wires, accounts payable, etc. along with responsibility over the US taxes for income, sales, franchise tax, payroll taxes and other items. Her experience also includes serving as a Tax Manager at PricewaterhouseCoopers, LLP and Ernst & Young LLP.

She holds a Bachelor of Science in Accounting from Minnesota State University and is an Enrolled Agent with the IRS. Linda is currently working on her Masters of Taxation from Golden Gate University.

As Manager, Procure to Pay, Brittany Bezawada-Joseph is responsible for overseeing RFS’ P2P department functions and implementing continuous system improvement initiatives. With more than 20 years of experience in finance and accounting, she has extensive experience in ERP implementation of financial accounting, business partner, management, and reporting. Brittany has expertise in business requirements, performing gap analysis between goals and existing procedures/skill sets, and designing process and system improvements to increase productivity and reduce costs.

Prior to joining RFS, Brittany was a Sr. Manager of Shared Services at Clark Construction Group, LLC. She holds a M.S. in Accounting and Information Systems and a B.S. in Accounting and Business Administration from the University of Maryland. Additionally, Brittany is an approved CPA candidate.

Manager, Customer Success and Onboarding

As Manager, Customer Success and Onboarding, Jason ensures RFS clients have the tools and support needed to reach desired outcomes and gain the most value possible from their engagement with RFS. This includes performing needs assessments, familiarizing new clients with RFS’ people, processes, and technology, and facilitating relationships between customers and support.

Jason has expertise in full cycle accounting and a strong background in management, closing, payroll, and billing as well as experience in DCAA compliant accounting for government contractors and accounting for commercial companies. He is skilled a in a wide range of accounting software and applications, including QuickBooks, Unanet, Netsuite, Bill.com, eFAACT, Deltek T&E, ADP, Paychex, and iSolved.

As Human Resources Manager, Nadia plans, coordinates, and directs RFS’ administrative operations. She is also responsible for recruiting, interviewing, and onboarding new personnel, as well as consulting with company leaders on strategic planning and acting as a liaison between management and employees.

Prior to joining the RFS team, Nadia was a Regional Manager at Entrepreneurs’ Organization where she provided high-level administrative support and analysis of emerging work demands, functions, requirements, and resources as well as designed and implemented systems and procedures to support growth and function. Nadia received an MS in Human Resource Management from Walden University and bachelor’s degrees in Spanish and Communications from Andrews University. She is also a member of the Society for Human Resource Management.

As Manager, Revenue Operations, Liz partners with RFS leadership to identify, analyze, and operationalize business objectives and to optimize the customer lifecycle and sales process. With the ability to prioritize and handle multiple projects in a fast-paced environment, she is also responsible for organization-wide revenue growth strategies and creating processes to encourage collaboration between the sales, marketing, and customer success teams to meet company goals.

Liz rejoined RFS in 2020 after serving as Business Development and Marketing Manager from 2021-15. In that position, Liz was responsible for developing marketing strategies and tactical plans to drive business growth and increase brand awareness. She received a Bachelor of Business Administration for the University of Delaware – Lerner College of Business and Economics.

As Client Growth Consultant, Frank leads RFS’ business development team and is responsible for managing the sales process and building the funnel for future customer acquisition. As part of the sales process, he performs an assessment of a company’s needs and goals and then configures recommended solutions to meet those objectives. Additionally, Frank provides current clients with guidance on solution upgrades that will contribute to their long-lasting success.

Prior to joining RFS, Franks was a Client Services Manager at Raymond James Financial, Inc. where he specialized in B2B retirement planning and financial services for local companies. Frank earned his bachelor’s degree in Accounting and Finance from the University of Maryland College Park.

Jeanne McMillen is a CPA with over 25 years of corporate accounting experience. Her background includes major involvement in the government contracting area as well as serving as a key advisor in corporate strategy, strategic ventures, business plans, and product development.

Prior to joining RFS in 2004, Jeanne was the Vice President and Chief Financial Officer of Hy-Tech Fittings and Components where she directed all financial, accounting and administrative activities. She also served as the Controller, Eastern Division for Dames & Moore, Inc., a publicly held international engineering company.

Jeanne graduated from James Madison University with a B.B.A. in Accounting.
